DescriptionF. J. Goldsmith, a British major general, visited the disputed area of Seistan to determine an appropriate boundary between Persia and Afghanistan. The arbital opinion describes Goldsmith's decision to split the Seistan region into "Sistan Proper" and "Outer Sistan". Sistan Proper, consisting of land surrounding Lake Hamun, would belong to Persia. Outer Sistan, including Chakhansur and area above the Band-i-Kohak would belong to Afghanistan.
